Scrub and purge the clams.
Steam them with 1 cup water until they open; discard any that remain closed.
Strain the liquor through a fine cloth and remove most of the clam meat from the shells.
Cook hogao, pepper, garlic, and achiote in oil.
Add rice and 4 cups strained liquid.
Cover and cook 17–18 minutes.
Fold in the clam meat, cover, and rest 10 minutes so it heats without toughening.
