If using salted mullet, soak it in several changes of cold water until pleasantly seasoned rather than aggressively salty.
Poach the fish, reserve the broth, remove bones, and flake the meat.
Cook scallion, onion, pepper, garlic, cumin, and achiote in oil.
Add rice and broth.
Cover and cook for 15 minutes.
Fold in the fish and continue cooking 3–5 minutes.
Rest 10 minutes and finish with culantro.
Traditionally it may be served in a bijao leaf with suero, yuca, or avocado.
