Season catfish with lime, salt, pepper, and cumin.
Dust lightly with flour and sear in oil for about 2 minutes per side.
Transfer to a plate.
Add hogao, achiote, and stock and simmer 8 minutes.
Return the fish, cover, and cook gently for 7–10 minutes until tender and fully opaque.
Spoon sauce over the steaks and finish with cilantro.
