Marinate the fish with lime, garlic, cumin, and salt for 30 minutes.
Layer plantain, yuca, and potatoes in a heavy pot and add broth.
Cover and simmer 20 minutes.
Lay the fish over the tubers, cover tightly, and steam 10–15 minutes until just cooked.
Transfer fish and vegetables carefully to a platter and cover generously with hot hogao.
Spoon over some concentrated cooking liquid and garnish with cilantro.
